Trump Announces a $6.6 Billion Submarine Shipyard at Baltimore's Sparrows Point — "Since World War II, There's Been Nothing Like What We're Doing Today" — While Wes Moore, Whose Team Spent a Year Landing the Deal, Stays Away After Being Told He Couldn't Speak: "I Will Let the Circus Be Conducted While I Go Back to Work"

On Oct. 6, 2026, President Trump traveled to Sparrows Point, the former Bethlehem Steel site outside Baltimore, to announce that defense-technology company Anduril will spend $3.7 billion on a two-million-square-foot "software-defined" shipyard there, backed by a $2.9 billion Navy contract that gives taxpayers a 40% stake. The yard, called Arsenal 2, will build torpedo tubes, sterns and bow sections for Virginia-class attack submarines; Maryland officials said it will create about 3,100 permanent jobs and become the state's largest job creator. "Since World War II, there's been nothing like what we're doing today," Trump said. Democratic Gov. Wes Moore, whose administration said it negotiated with Anduril for more than a year, did not attend after the White House told him he would not be allowed to speak. "If the president of the United States wants to bring the circus into town and tell me that I'm not allowed to speak … then I will let the circus be conducted while I go back to the work of the people of Maryland," Moore said. A White House official said Moore had been "graciously invited" as a guest and accused him of "throwing a tantrum." Sen. Angela Alsobrooks said Trump should "absolutely not" get credit for the investment; Sen. Chris Van Hollen cited prior engagements.
