“I follow the law. Under the War Powers Act of 1973, it says you've got to give a 48-hour notification, and after 60 days of hostilities, you've got to come to us.
“Two things are true. Bill Pulte should not be leading DNI and nobody should vote against FISA because of Bill Pulte. It's the single most important 9/11 commission recommendation that we have, and it's at risk of going dark due to foolishness.
“We have to follow the law.
“We're past 60 days so it's got to be brought to us to vote on. We're following the law.
“It's our job in the Congress, in the Senate and the House to hold the executive branch accountable. We'll see how many actually join us in the effort by putting pen to paper. We have such a gap right now in trust with the public and the institutions.
“A massive discretionary fund, with no oversight or approval from Congress, represents a dangerous backsliding in the transparency of our institutions and our commitment to the American taxpayer.
“A message to our Ukrainian friends: Help is on the way.
“In a joint statement, the Congressional Ukraine Caucus co-chairs said: 'Ukraine has extended an olive branch: an immediate, temporary ceasefire grounded in the protection of human life and the pursuit of a just peace. In the face of Russia's continued aggression, this proposal reflects the moral clarity of a free people: willing to seek peace, unwilling to surrender sovereignty, and determined to defend the dignity of their nation. We stand united—Democrats and Republicans—in support of Ukraine's sovereignty, in defense of international law, and in recognition of the immense sacrifices already made by the Ukrainian people.'
