Starshield Limits in Ukraine Draw GOP, Dem Fire

Ukraine's Starlink Terminals Are Throttled Overnight as Russian Strikes Hit Kyiv — Elon Musk Says Limits on the Military's Starshield Service Are "Decided by the US Military and Ultimately POTUS," Thom Tillis Asks the Pentagon Inspector General to Investigate, Jeanne Shaheen Says "Lives Are at Stake," and Don Bacon Calls It "Aiding the Invader"

October 15, 2026

Overnight on Oct. 13-14, 2026, Ukrainian forces reported that Starlink terminals in motion had been speed-limited without warning, disrupting battlefield communications and, Ukrainian officials said, air defense, as Russian missile and drone strikes knocked out power for hundreds of thousands of people in Kyiv and Kharkiv despite President Trump's claim of an energy ceasefire. Elon Musk said Starlink is a commercial service owned by SpaceX but that Starshield, the military version used in Ukraine, is owned and controlled by the U.S. government: "Any limits on speed or usage are decided by the US military and ultimately POTUS." Volodymyr Zelensky called the restrictions "a big mistake" and warned "People will die," and Ukraine said it would resume strikes on Russian energy sites. An unnamed senior U.S. official told Axios the White House had no role; neither the White House nor the Pentagon commented on the record, and some service was restored early Oct. 15. Republican Sen. Thom Tillis first asked Musk to confirm the disruption was unintended, then — after reporting pointed to the Pentagon's own Starshield systems — said he would ask the Defense Department inspector general to investigate. Sen. Jeanne Shaheen, the top Democrat on Foreign Relations, said the restrictions "must stop immediately," Rep. Don Bacon said the administration's moves on intelligence sharing and Starlink amount to "aiding the invader," and the bipartisan co-chairs of the Congressional Ukraine Caucus called the restrictions "unconscionable."

[On X, as Ukrainian units reported Starlink outages:] .@elonmusk please tell me these overnight disruptions to Starlink terminals in Ukraine were unintended - that @SpaceX is doing everything it can to fix a temporary glitch. I'm confident this does not reflect a change in SpaceX policy because if so, intentionally degrading Ukraine's ability to defend itself might be construed as aiding and abetting a mass murderer. … Supporting Ukrainian sovereignty — or at the very least, allowing for it — should not be a gray area.

“

[On X:] These restrictions on Ukraine's access to Starshield must stop immediately. Lives are at stake. The Pentagon is also required to notify Congress if it pauses or downgrades intelligence sharing with Ukraine. If that happens, Secretary of War [Pete Hegseth] must provide that immediately.

“

[On X, later the same day, after reporting pointed to the Pentagon's Starshield systems:] The latest reporting suggests this strategic snafu may have occurred more locally within DOD Starshield systems, not with Starlink or SpaceX. I'm not holding my breath for Defense Secretary Hegseth to offer transparency, so we'll be asking the DOD Inspector General to initiate an investigation and report back to Congress and the American People. Meanwhile, both Ukrainian civilians and U.S. diplomatic and security personnel were placed at unnecessary risk and without warning.

“

[On X:] The Administration's decision to reduce intel sharing to Ukraine & access to Starlink equates to aiding the invader & the war criminal who bombs cities. Does the Administration think it will get ANY support for the remainder of the 119th Congress? Their agenda is dead unless they change paths. … Trump supports the Dictator Putin and opposes Ukraine who wants our freedom and independence… Ukraine loves America freedoms. Putin hates it. Why does Trump love Putin?

“

[Statement:] First, Trump said that Ukraine should get a new President. Then, Starlink, run by Elon Musk, was severely restricted in Ukraine meaning a majority of battlefield communications were totally stopped — a move Ukraine is saying the US ordered. This sets a dangerous precedent of interference in foreign wars, and of the ability of a single corporation to shut off communications at will.

[Joint statement of the Congressional Ukraine Caucus co-chairs, Reps. Marcy Kaptur, Brian Fitzpatrick, Mike Quigley and Joe Wilson:] We are alarmed by reports from Ukraine that US intelligence and Starlink support are being withheld, putting innocent civilians and American citizens in Ukraine at the mercy of Russian attacks. Congress has repeatedly made clear that the United States should provide intelligence support to save lives from Russia's merciless strikes. US allies pay for Ukraine's access to Starlink. Restrictions that put civilians in harm's way are unconscionable and will not be accepted by Congress.
