“Maybe he doesn't think he needs us. But I don't know. Last I checked, the laws don't just appear before his desk to be signed.

“I had serious reservations about Dr. Means' qualifications for this role. The Surgeon General must have the credibility and scientific background to lead on public health. I'm prepared to give Dr. Saphier a fair hearing.
