“Our theory of the case behind all this was to keep that thing as narrow and focused as possible, and that maximizes, I think, the speed at which we can do it and the support for it.
“Democrats have repeatedly said that they want to pay TSA, Coast Guard, FEMA and employees who defend America from cyber attacks. This bill would do it. The time to end this is now.

“Despite the dogged efforts of the president and his administration, the Iranian regime has refused the diplomatic off-ramps that would peacefully resolve these national security concerns. Iran posed a clear and unacceptable threat to U.S. servicemembers.
“I'm not in favor of federalizing elections, no. I think that's a constitutional issue. I'm a big believer in decentralized and distributed power. And I think it's harder to hack 50 election systems than it is to hack one. In my view, at least, that's always a system that has worked pretty well.
