Republicans Push Second Reconciliation Bill; Medicaid Cuts Spark GOP Revolt

With the 2025 "One Big Beautiful Bill" already cutting ~$1 trillion from Medicaid, House Republicans and Senate Budget Committee Chair Lindsey Graham pushed in early 2026 for a second reconciliation package focused on immigration enforcement funding. But a bloc of GOP senators — Collins, Murkowski, Moran, Hawley — warned against further Medicaid cuts, especially to rural hospitals. The bill stalled in May 2026 amid Republican infighting.

Republicans are ignoring the needs of middle-class America and instead funneling money into Trump's ballroom and throwing billions into two lawless agencies.

Mr. President, as Senate Budget Committee Chairman, I will work with my fellow Republican committee members to meet your request to have reconciliation done by June 1, fully funding ICE and Border Patrol.

We could do two [reconciliation bills]... We actually have two more bites at the reconciliation apple. There are 78 means-tested programs and we need to target widespread fraud, there is a boatload of waste and fraud.

Now is the time to prevent any future cuts to Medicaid from going into effect. We should also increase our support for rural hospitals around the country... I want to see Medicaid reductions stopped and rural hospitals fully funded permanently.

My vote against this bill stems primarily from the harmful impact it will have on Medicaid, affecting low-income families and rural health care providers like our hospitals and nursing homes.

I want to make certain that my colleagues know, in my view, the value of making certain we do no harm to those in desperate need of health care in Kansas and across the country.
